Position: Access to Justice – Legal Officer

Avocats Sans Frontieres (translates as Lawyers without Borders – (www.asf.be) is an international non-governmental organization working towards the establishment of a just, equitable and united society, in which both the law and justice serve the most vulnerable. The primary goal of ASF is to contribute to the establishment of institutions and mechanisms that allow for access to independent and impartial justice, and which are capable of guaranteeing the protection of fundamental rights (civil and political, economic and social), including the right to a fair trial.
ASF’s program in Indonesia
ASF in partnership with Lembaga Bantuan Hukum Jakarta (LBH Jakarta) and International Legal Resource Centre (ILRC) will contribute to the ongoing efforts in access to justice by empowering community based legal aid service providers (LASPs) to provide quality, holistic services by building linkages with a range of development service providers. The program, “Advancing sustainable development through improved access to justice in Indonesia” aims to promote the vital role of community based LASPs particularly paralegals in cultivating the agency of people to claim their basic human rights. A robust evidence-based, learning approach to implementation and policy development will seek to provide information on the perspectives, concerns and needs of the justice seekers and end-users. This pragmatic ‘practice-research’ model of the programme will generate key data and knowledge that would advocate for expanded, innovative approaches to increase the number of diverse community based LASPs to contribute to a meaningful change in the lives of the poor and marginalised Indonesian people. The total duration of the program is 5 years and the project locations are Bali, Jakarta and Jogjakarta.
ASF seeks to recruit an Access to Justice – Legal Officer with experience in the practice of law and litigation to support the implementation of the program. The Access to Justice – Legal Officer will work closely with the project partners to improve the capacities of community based service providers’ and legal aid service providers to provide quality, client-centric services to the community. The Access to Justice – Legal Officer will be under the direct supervision of ASF’s Regional Representative, and will work from the LBH Jakarta office. He/she will be supported and guided by ASF, LBH Jakarta and ILRC.
Tasks and Responsibilities
- Work closely with the the three partners implementing the project notably the Project Coordinator and the Legal Research Officer to organize and oversee the technical and organizational aspects of project activities in accordance with the project implementation plan;
- Participate in budget management and financial monitoring of the project;
- Coordinate and implement trainings Jakarta, Jogjakarta and Bali;
- Prepare timely training materials with partners for various target groups in Jakarta, Jogjakarta and Bali;
- Mobilise and channel Indonesian access to justice expertise to support the project activities;
- Collaborate and work with Indonesian access to justice networks and platforms for specific project activities;
- Based on lessons learned, adapt and organize capacity development programs and community based service providers’ platforms;
- Maintain key stakeholder relationships with project partners;
- Support the project’s research component by assisting in the collection of data and information and prepare reports on diverse range of assigned issues;
- Give timely input and feedback on briefing papers, reports as assigned;
- Participate in project planning and evaluation assessments of the project with various collaborators;
- Develop strategic orientation of the project in coordination with the ASF Regional Representative;
- Represent ASF in external meetings, conferences and trainings as required;
- Use technology (social media) to initiate and support discussions on access to justice for various stakeholders;
- Organise round table workshops and conferences on access to justice;
- Perform other duties as assigned by the ASF Regional Representative relevant to the success and completion of the project.
Required qualification, skills and experience
- A first level degree in law. Master’s degree in human rights law or related area of law is an added advantage;
- 2 – 4 years work experience in providing legal aid and familiar with Indonesia court and litigation process;
- Familiar with the Indonesian legal context and human rights issues in the three locations;
- Experience in organising trainings and capacity development activities on access to justice at the grassroots level in Indonesia;
- Experience in mobilizing community for legal empowerment activities;
- Good legal writing, drafting and research skills;
- Project management and budget management knowledge and skills;
- Able to present research findings and reports with access to justice stakeholders;
- Strong commitment to human rights and improving access to justice at the community level;
Competencies
- Excellent interpersonal communication skills as well as planning and organization skills;
- Ability to work with diverse teams of this multi-partner project and perform well under high pressure and according to time sensitive schedules;
- Ability to represent the project in high-level representational role as well as with people at grassroots level;
- Identifies clear priorities and goals which is consistent with the project objectives.
Language
Proficient in Bahasa and English
